Rhetoric is over-valued. The skills required for effective legislation and for careful and skillful navigation of the ship of state (whoops, rhetoric rears its ugly head again) do not overlap with the skills required for impressive debate and rhetoric. The pompous and pointless pantomime of parliament must end, to be replaced with efficient processes of writing, editing, and agreeing legislative tracts. Members would no longer need to travel constantly between constituencies and Westminster. They would not incur expenses. No more second-homes scandals. Smaller premises. Shorter parliamentary recesses. Easier access for citizens to the entire body of proposed legislation as it moves through parliament. What's not to like?
Reading bills out aloud - three times! What a palaver. Time-consuming late-night sessions voting on amendments. All can be done online by MPs and "Lords" based in their constituencies or homes.
